Jovan C. Hicks

Jovan is an established voice for digital inclusion and equity, having served as a partner and member of EveryoneOn’s Board of Directors for a combined 7 years, and with extensive telecommunications policy experience. During her board tenure, Jovan has led the organization’s diversity, equity and inclusion committee, and worked collaboratively to foster cross-sector partnerships.
Jovan has over 20 years of combined experience in business development, K-12 education; diversity, equity, and inclusion (DEI) instruction, and client relationship management in the telecommunications and public policy industries. She currently serves as associate director of Regulatory and Legislative Affairs at AT&T, where she has led the outreach and strategic development for the Access from AT&T program, a low-cost broadband offer. Jovan also serves on the AT&T External and Legislative Affairs DEI Talent Pipeline Subcommittee, which creates a culture of intentional inclusion, representation and equity by strengthening and implementing inclusive hiring and retention strategies. She previously held roles in Construction & Engineering, Public Affairs & Corporate Social Responsibility and Customer Care.
Outside of her work with AT&T, Jovan is an instructor at University of California Santa Cruz’s Extension program where she develops and implements curriculum to address highly complex social issues, close skills gaps, and reduce diversity, equity and inclusion disparities. She has also served as a middle school math, science and engineering teacher in Los Angeles and Oakland, California.
Jovan holds a B.A. from Howard University, as well as an MBA & Masters in Educational Leadership from Mills College.
